[Tagging] How to tag a street plaque?

Main drawback here is that that redefining
highway=street_lamp to 
"may be tagged as street_lamp=yes if also has street sign"
is a bit unfortunate.

(so far such collision were avoided - also for
street lamps combined with power pole 
(highway=street_lamp power=pole)
street lamps combined with power pole and stork nest
(highway=street_lamp power=pole natural=birds_nest birds_nest=stork)and probably others)
