[Tagging] Numbered streets (1st Street vs First, etc)

On the other hand too, on a closer reading of that wiki page, while "1st" is an abbreviation,  the entry doesn't mention numbered streets specifically, and it also says to follow what is on the street sign. In the example I posted in my opening post, "First St" is what the street sign says, while a little further north in Troy:

The street signs have the abbreviated forms, e.g. "1st". Also, it appears that Manhattan uses abbreviated forms also. So it definitely does not seem like there is an established convention.

The problem I'm trying to address is that I'm doing an import of addresses, and I don't know what I should do when the data conflicts with the street name in OSM. Who is right? What should the street name be?
