it is a very simple 1:1 mapping of a significant road property (always
signed, for example in German called "Kraftfahrstraße") to an osm tag. As
was agree a lot of time ago (at least in continental europe, or parts of
it) that trunk should be used for roads which are physically similar to
motorways, but not legally motorways, and with the motorroad category/sign
being independent from such properties, a new tag was perceived to be
required. As an alternative, a whole set of additional tags would have been
needed, besides access also for example a minspeed_rating tag.
