[Tagging] converted_by : discardable ?

Based on my experience with

it is much easier to get tag deprecated or declared as discardable than
it is to get permission for mass edit.

So nowadays, in case of removing without replacement I am in general
not even trying to go for a global bot edit, as it is far less efficient.
