[Tagging] consider website=www.openstreetmap.org to be OK

Obviously, what I proposed is not going to happen as there is no support for it.

Search in https://taginfo.openstreetmap.org/keys/website#values still
finds nothing. Searching for "gopher" lists only values starting from http
