[Tagging] Feature Proposal - RFC - Evaporation Basin

Feedback is requested on the proposed[1] tag basin=evaporation, which is
proposed for the tagging of evaporation basins.

This proposal is the second in a series of proposals[2-3] collectively
seeking to standardize the tagging of reservoirs, lakes and ponds.  This
proposal declares that evaporation basins should not be tagged as
reservoirs, and provides tagging recommendations for them.
