In California anyway, our Department of Transportation (Caltrans) calls the (sometimes) "distant" destination city on a freeway sign (if you keep driving in the current direction for "a long enough time, you'll get there") a "control city."  Sometimes, there will be no "control city" and the sign will say "thru traffic." The topic of from=*, to=* (and via=* to some extent) and related topics like "control cities" is subjective, nuanced and somewhat complicated.
