[Tagging] Link route_marker to route

I see a use of adding signposts, not for the end user, but for the
maintainer of the route. We do that in Italy in collaboration with the
Alpine Club's volunteers. In that contest we do not enter markers in the
database, but I could imagine situations where inserting marker positions
could be useful, so I would not exclude it.
