[Tagging] spelling of healthcare=birthing_center

I think that in this case (so far low use, obvious problem etc)
changing should be fine without some formal proposal.

Though notifying users listed at
https://taginfo.openstreetmap.org/tags/healthcare=birthing_center#projects
as using specifically this tag would be a good idea.
