[Tagging] spelling of healthcare=birthing_center

[Hufkratzer]

iD has a localization for British English where "Birthing Center" is 
translated to "Birthing Centre", see: 
https://www.transifex.com/openstreetmap/id-editor/translate/#en_GB/presets/118795525?q=text%3Abirth 
(you have to be logged in).

I think the issue should be opened under 
https://github.com/openstreetmap/id-tagging-schema/issues, where the 
preset is located.
