Some remarks on your list.
Its not that any bunker could be turned into a casemate. It is possible in thin walled ones but as soon as the walls get >2.00 m noway.
There another exception, military inundation locks are situated in waterways, but nowadays used for civilian use only, how to tag them ? IMHO as lock.
And what about the bunkers they build in Germany named or look alike a Winkel tower or the defensive/shelter towers erected around Berlin and Wien. The last had a military function, to create elevated Flak positions. But offered shelter as well. The Winkel has not a military function.
How to tag a military casemate enclosed in the pylon of a bridge and there are several of them ?
As Greame stated should any bunker be military or civilian, the Cold War objects (bunkers) could be either as being used as storage with fallout material and transport material.
