indeed I am questioning this tagging as well, at least the drivers are usually/sometimes allowed to walk there. Maybe vehicle=private, bus=yes would be more suitable (if we are speaking about public transport buses and not about long distance coaches, which may not fall under the public transport classification in some cases, i.e. are not “bus” in OpenStreetMap )
