[Tagging] Feature Proposal - RFC - defensive structures

Rather than a long list of historic=* tags for bastions, ravelins and other
technical terms of fortifications, I think it will be beneficial to have a
stand-alone key for the structure itself with additional tags to specify if
it's historic, military, in ruins or otherwise. So basically, tag the
physical aspect first and consistently within the same key. But I'm back at
the drawing board with this proposal anyway, so I'll try to see how I can
use this advice.
