[Tagging] Feature Proposal - RFC - Key:harvesting

Proposing an access key "harvesting" to specifically indicate whether
harvesting of plant materials is allowed, prohibited, etc., for a given
location such as a nature reserve, or for a specific plant, if no
encompassing area is apparent. The intent is for the key to function the
way "hunting" and "fishing" access keys currently do.

As noted in the proposal wiki page, harvesting/foraging activity often has
its own specific restrictions placed upon it. Such information does not
appear to be captured in OSM currently, but it would be useful information
to have.
