[Tagging] Feature Proposal - RFC - Key:harvesting

`landuse=allotments` implies private property by default, hence
`harvesting=private` is redundant.

Also note that picking privately planted flowers around houses is also
frowned upon, while there is nothing wrong with harvesting flowers of
lime or elderberry or picking of fruit of small decorative bushes at
the same place like berries or Japanese quince. So putting
harvesting=permissive on whole gardens can be misleading. Picking
various plants deemed weeds like herbs, Portulaca oleracea and nettle
is also permissible in most places.

You may also be allowed to collect the aforementioned undergrowth,
along with berries, mushrooms and snails in orchards, where you are
not allowed to pick fruits from the same trees. Also, what terminology
would you use if one is not picking healthy ripe fruit, but only
collecting the fallen ones that are only good for processing?
