[Tagging] Feature Proposal - RFC - Key:harvesting

The community garden near me, while privately owned, actively encourages
visitors. They have plots dedicated to the local food pantry and welcome
any and all who wish to come volunteer some time weeding and such. So the
access to the garden is different from the ability to harvest. But in
truth, I only picked it as an example because it seemed like a place where
`harvest=private` would be pretty clear. Though perhaps to the point of
being redundant.

The idea for this originally sprang out of plant-specific tagging, but was
later amended to include tagging for whole areas. When tagging plants, it
isn't necessary to tag which things are harvestable, as it's inherent in
the plant species. Would you suggest an additional key for area-based
tagging to specify individual plants? Or perhaps conditional tagging?

harvest=permissive
harvest:conditional=no @ ginseng

Or perhaps plant-specific tags override areas?

Area: leisure=garden, name=Eden, harvest=yes
Node: natural=tree, name=Tree of Knowledge, harvest=no

I would hope that this tag (as with all tags) is applied carefully by
mappers, and that a blanket "harvest=yes" tag is not applied to an area
unless all plants within that area can truly be harvested.

For your final point, we usually call that "gleaning" when you are picking
up the windfalls and leftovers at the end of the harvest season. I wasn't
really thinking about gleaning being in the scope of harvesting, but it's
something to consider.
