[Tagging] Disabled access on footpaths

iD presets cover only part of valid tags and their combinations, do not worry about this

I am sure that wheelchair tag can be added also to path

(I added mostly wheelchair=no where way was clearly unusuable, but
wheelchair=yes may be useful in cases where most ways are not usable.
Just do not add it to every single sidewalk in a city)
