[Tagging] Disabled access on footpaths

I wasn't sure about that.  The wiki says wheelchair=* applies to ways but
no examples of it being used on footpaths.  The wiki on access=*
covers foot, horse, car and a few other things but not wheelchair.
Also, iD's presets for access on footpaths doesn't offer
wheelchair (I can add it anyway, but wasn't sure it was appropriate).

The same way we can mark bridleways as accessible (physically) to
bicycles but forbidden, with wheelchair=no.

Somebody later on suggests mobility_scooter=yes.  I don't know if I need
this, yet.

It looks about as good as we have, right now.  I'll go with it.
