[Tagging] Problems with amenity=charging_station

I am not a charging-station user myself, but I got approached by two
different types of users about how to correctly insert
ebike/mobility-scooter charging points in OSM. Hence I looked into how this
could be done.
I started with the English-language wiki page
<https://wiki.openstreetmap.org/wiki/Tag:amenity%3Dcharging_station> and
also the German one
<https://wiki.openstreetmap.org/wiki/DE:Tag:amenity%3Dcharging_station>.
Both pages and the actual tagging in OSM present a major problem:
the indication of the vehicle type for which the specific station is
intended is not mandatory, an is missing in 80% of the occurrences in Italy
and Germany:
amenity=charging_station
Italy: 2045
Germany: 14226
The Netherlands: 3452
amenity=charging_station and bicycle=*
Italy: 140 or 7%
Germany: 2542 or 18%
The Netherlands: 444 or 13%
In my view this is a major problem, but, as I said, I am not even a user. I
have no idea what overlap there is between categories. From an end-user
perspective I suppose that the suitability of a station for "my" specific
vehicle is the most important information.
Any suggestions and/or experience?
