But you actually remove that tagging confusion with this. Barrier=hedge on a non-closed line renders as a line, barrier=hedge + natural=shrubbery on an area renders as area hedge (solid fill), barrier=hedge + anyOtherAreaTag renders as line with the fill of the other area tag (e.g. landuse=grass).

it would likely lead to having the outline also rendered as a linear hedge, because OpenStreetMap carto tries to work around people mixing linear and polygon features in the same object (like fence + amenity on the same object)
