as there are exceptions it will not be helpful in practice, because any case could be an exception

the Berlin case near Potsdamer Platz is not a legacy situation though, it was inaugurated in 2004 and there was nothing similar at this location before.

It’s named after a “division manager” (Abteilungsleiter) at Metro Group. Likely not someone after whom a public square would be named ;-)
Maybe it was helpful that she was the wife of the owner...
