[Tagging] Proposal - Library of things and Tool library

Tool or toy libraries convey the meaning that they work more or less 'like a book library'.
While with accompanying or refining other tags they can fit in a n amenity=*_rental scheme, there is a risk people will argue against that because of the often non-commercial or non-profit driven nature of those services.
I think it is preferable to avoid such arguments.
