[Tagging] Feature Proposal - RFC - Discouraging the use of deprecated schemes

Hi all,

I discussed that in the talk page recently "[OSM-talk] You are still
free to continue to use or interpret this tag as you see fit since
OpenStreetMap does not have “banned features”". Now I come in here to
ask you and to hopefully get to an aggreement.

This proposal intends to discourage/"ban" the use of tags when the
following applies:
- _in case they have been labeled as deprecated and replacements have
been found for them._
