[Tagging] How to tag a narrow cul de sac without turning possibility

I know that the wiki has these contradicting roles.
My point was that such a major redefinition (from being a minor back lane
in a typical US town to describing also main but narrow roads in a medieval
town in Europe, out of the blue, is very unusual.
