Depending on which editor you use, alternative one is very quick to add.
For
example, in iD, select the way, use control-c to copy, control-v to paste,
move
the mouse so the two ways coincide, click to finish, edit the copy's
details.

What is hard (at least in iD) is subsequent edits because when you click on
coincident ways it gives you whichever one it feels like but gives you no
way to access the other. Then you have to disconnect a node and move
it so you have (temporarily) two non-coincident segments of the ways.

What you could do is duplicate a way (as above) but don't make it
coincident. Zoom in a lot so you can offset it by a few centimetres.
Not intuitive but quick and easy to create and easier to edit. Ugly,
and no doubt purists will object, but workable.
