[Tagging] Swimming pool lanes

If there's no highway=* tag and it's not on a way, is there really much
risk that lanes=* would cause any confusion?

lanes=* already appears to be in use for leisure=track

Whatever is used, it may also be necessary to tag for COVID-19
adjustments (e.g. lanes:covid19=*). All my local pools are using
double-width lanes at the moment.
