[Tagging] Recycling of PET beverage bottles

If there are places accepting solely PET drink bottles then we need tag for that.
recycling:PET_drink_bottles=* seems fine for that and necessary if such thing
I thought about recycling:pet_drink_bottles=* - as typically tags are lowercase and in this
case PET and pet both look acceptable to me (but whitelisting this tag in Osmose and elsewhere
may be preferable)

1) if place is accepting only PET beverage bottles, not all plastic bottles and not all PET bottles
then doing this damages data and makes it less accurate.
2) Motivating it by fact that maybe in other places data is also inaccurate seems weird.
What is their plan? Bilocate to all locations and magically resurvey all at once?
Gradual resurvey/fixes is normal in OSM and blocking improvements because it
is not improving everything at once is not viable.
Maybe it is some translation issue?
