[Tagging] Tag bathingWater IDs

The EU Bathing Waters Directive requires Member States to identify 
popular bathing places in fresh and coastal waters and monitor them 
throughout the bathing season which runs from May to September.

This dataset is publicly available and assigns each bathing water a 
unique bathingWaterIdentifier. They consist of letters with some numbers 
at the end and look like "DERP_PR_0061" or "IT007010015007". They are 
totally unique within the EU.


As far as my I know, there exists no tag for this identifier yet. I 
think an extension to ref, something like "ref:bathingWaterIdentifier" 
would be enough. What do you think? Would it be worth doing a proposal 
for this? Or is there anything else to add?
