I used ref:eubwid for a couple of beaches as that is/was used in the
Environment Agency's open data, plus a url=* link to the relevant
national bathing water quality site.
Perhaps something like ref:EU:bathing_water might work, together with
bathing_water:website ?
In parts of the UK, any EU bathing water IDs can probably be replaced
with hazard=sewage now.
