[Tagging] Feature proposal - RFC - Defensive works

Dear OSM friends,

I have reworked my proposal for defensive works that I started in July
this year. Your feedback on the previous version was very useful; I've done
my best to reduce overlap and conflicts with existing tags. I'd appreciate
feedback on the current version so I can refine the proposal for an
eventual "final" version that can be brought to vote.
