[Tagging] Feature Proposal - RFC - value 'basic_network' for keys 'network:type', 'lcn' and 'lwn'

What (and who) exactly defines a route or a way as "basic network"?
Is it a kind of designation, or access, or preference?
How can it be verified on the road?
