So they resemble themed routes, together covering a certain area with a specific type of routes, where the main idea is that you pick one route and follow that. Not hard infrastructure, although the operator would probably call it a network infrastructure!

That is what it does: it "binds" or "ties together" individual route relations into a single network, as that (named) network, as a value of cycle_network, is attached as a tag to each and every route in the network.

... last comment this evening for me.

I agree. I just checked the values of cycle_network in North
Rhine-Westphalia, there is just one value that should be kept in this
way: cycle_network=EuroVelo, the other 15 could probably be replaced by
a good specific value which maybe should be discussed in the forum and
then be introduced in the wiki pages. Maybe something like
cycle_network=DE:official:NRW and so on, because the colours of the
route markers can be different from state to state (but unfortunately
even different in different parts of Lower Saxony, don't know why and
according to what system...). "official" is not a good idea, for the
national long distance routes don't belong to this network but are also
somewhat official;  but I have no better idea this evening. But the task
seems to be quite possible. ;-)

Thanks for the discussion and suggestions,

Sebastian
