[Tagging] Feature Proposal - RFC - value 'basic_network' - cycle_network?

I can think of a few objections.

I think the assigned functions of a way are not attributes of the way
itself. Not all the ways affected have visibly verifiable characteristics
saying what they are used for. Not all the ways are cycleways.
