There is a pre-set for "Golf Walking Path":

foot=designated
golf=path
highway=path

It's the golf=path wiki page (https://wiki.openstreetmap.org/wiki/Tag:golf%3Dpath). Direct quote: 

"It is also possible to tag footpaths in golf courses with highway=footway or highway=path and foot=designated. This tagging is more common and is more likely to be supported by database users, such as routing applications and map renderers."

The use of designated as an access value is a tricky one. The wiki page (https://wiki.openstreetmap.org/wiki/Tag:access%3Ddesignated) says it's for routes "specially designated (typically by a government) for use by a particular mode (or modes) of transport". Note, "typically" not always. So one could argue that designated does work if these paths are specifically designated by the golf course for pedestrians (rather than, e.g., golf buggies).

I favour the government/legality approach - certainly in the UK where we use designated for PRoWs. However, globally, this is less clear.

IMHO designated should only be used on legal rights of way.

Mark Twain said everything one needs to know about golf.

I guess the question is why are golf course mappers adding a tag indcating a right of way?

Broken wiki page or broken editor presets perhaps?
