I think a different tagging scheme is not necessary. A simple flag-tag
would suffice.
A *=yes or *=<value>, one tell-tale tag that is verifiable on the road and
can be used to filter or emphasize ways or routes by (intended) purpose.

If that is a "different tagging scheme", I agree, but let's keep it ASAP
(As Simple As Possible).
