for wikipedia articles it is completely normal that they cover multiple things, often administrative, cultural, historical and other aspects are treated in the same article, while we generally distinguish place and administrative entity. Similarly, also for website it is not unthinkable that several objects have the same, as is for names (think bus_stops). Arguably in the case of a city, the official website belongs to the administration and less to the place. WP and wikidata tags are not identity tags, they merely point to related concepts.
