[Tagging] Meaning of way/node/area/rel in the tag documentation template

At least with respect to relations, I've always took "area" to mean closed
ways and multipolygons, and "relation" to mean other-than-multipolygon
relation types.  So I would not set relation yes unless we really mean for
it to be a tag on one of the other relation types.
