[Tagging] Meaning of way/node/area/rel in the tag documentation template

I am wondering what the meaning of the object types for tags is. (on node:
yes, etc.)
Is this about possible use? Actual use?
If it is about actual use, what are the thresholds? (E.g. if 1% of a tag is
used on ways, does this mean the docu should say on ways=yes?)
This is also and maybe in particular refering to the shadow docu in our
wikidata database, e.g.
https://wiki.openstreetmap.org/w/index.php?title=Item:Q8001
Do we really have tags where usage on certain element types is "forbidden"?
How can we say that a tag cannot be used on a relation, if there are
infinite types of relations?
