[Tagging] What qualifies as crossing=unmarked

I would say, there is special infrastructure to visualize, that
pedestrians should/can cross here.
case 1 is clear a crossing (sign)
case 2 and 4 are no crossing (no infrastructure)
case 3, yeah, some would assign the hw=crossing, because of the lowered
cerb. But I wouldn't. There is clear, that you can cross. In our data
through the node wich connects the ways. hw=crossing should be everytime
a special point. At an run-of-the-mill intersection, I don't think this
adds anything to the data, since there is no "special danger point"
here. It is different if it is marked structurally (narrowing of the
lane [1], center island) or as in case 1 by a sign.
