[Tagging] V3 to V4 Mapillary image id migration

As there seemingly exists a 1:1 mapping between old an new IDs I'd think that retiring the key is only the seconds best option after converting the values - because the way described in the wiki how to obtain the ImageKey (and thus would lead to new entries in OSM) is still the same.
