In the areas I know these requirements are the same on a national or regional level, they are not individual properties of a business but apply by type of business (restaurants, cinemas, etc.). And they are volatile. That’s not a setting where  I would expect to get more reliable information from OpenStreetMap than from just knowing that e.g. restaurants demand for vaccination certification. 

If anything, the way the rules are enforced may differ, some places may have a more relaxed handling than others, within the same legal situation, but I fear this is less about facts and more about impressions, and nothing you can reliably tag because it might depend on the individuals and change from day to day.
