These are contentious in Australia.
The national government wants some business to take the responsibility
as to if they accept unvaccinated or restrict to vaccinated people only.
Some business don't like this as they see legal liabilities arising.
Others have moved on it requiring employees and customers to be fully
vaccinated.
At a state level nothing has been done yet for the longer term, we may
see it mid October in New South Wales. The forecast is that some
business that have been closed due to an outbreak will open, but only to
vaccinated customers. One example is barbers - I do need a hair cut (and
yes I'm vaccinated)!
One thing to note: One business excluded vaccinated people while
accepting unvacinated people. I know the owner and staff have been
charged with not obeying the heath orders (masks).

I think this will be fairly firmly fixed by the requirements of
governments and/or business.
For example QANTAS wants all their staff vaccinated.

I believe they may well ask their customers to be vaccinated too. They
are offering rewards for vaccinated customers.
