This is because the train used on the service are designed to run at 225 km/h
on a railway of 300 km/h. The signposted speed limit is 300 km/h.

I'm talking about the case where, e.g. the official speed limit for buses is 100
km/h, but the buses themselves used on the service are fitted with a speed
limiter at 90 km/h.
