[Tagging] maxspeed=* on public transport service routes

OK, so it's about tagging guaranteed attributes of the vehicles that run 
the route. I don't know if there's much precedent for this sort of 
information on route relations, but there's probably no better place for it.

Similarly, one could imagine tagging a subway route with the number of 
subway cars on the trains that service a given route. Perhaps that would 
be useful for capacity analysis or something.
