[Tagging] Question about waterway=pressurized

Hi all,

The tag waterway=pressurized seems to be an ‘orthogonal tag’.
If you use waterway=pressurized, there is no way to indicate whether the waterway is a river, stream, canal, or drain.
A river/canal can be pressurized for a short section, such as when it crosses another waterway using a pressurized tunnel like a siphon.

Is there are reason why waterway=pressurized is used instead of waterway=river/stream/canal/drain and pressurized=yes?
