[Tagging] Place where one *returns* rental cars

I do see that differently:
1) Sometimes, you can _also_ park your own car in that parking (as well
as other parkings), while rental cars must use that specifc parking and
that single entrance, but no other. One example is

2) A parking is not required to be accessible to all vehicles: Some are
for customers/employees/delivery/owners/residents/... only, others only
for cars up to a certain height/width/length, others are only for cars
of a certain brand (think tesla supercharger), etc. And for parkings
that are only open for rental cars, well, it's a parking with
access=private/permit, but it's still a parking.

At least https://wiki.openstreetmap.org/wiki/DE:Tag:amenity=car_rental
does not put any restriction which area of a rental company may carry
the tag - the place where you do the rental agreement (nowadays quite
often on the Internet), where you hand in your driving license etc and
get the car's papers & keys, where you get the car, where you return the
car, where the car is parked in between two rentals, where the cars are
maintained (cleaning, repairs,...). Also in
https://wiki.openstreetmap.org/wiki/Tag:amenity%3Dcar_rental I do not
see a clear restriction to any of these areas.

Do you see this differently? If so, please also post the tags & values
appropriate for the single pieces.
