[Tagging] War Memorial Walkway & Fence?

Nearby, we have a number of War Memorials together in one area.

They include a named walkway "Walk of Remembrance", which is bordered by a
fence holding individual Memorial plaques commemorating the 41 ships sunk
in Australian waters during WW2.

How should we map them?

Yes, the walkway is a simple highway=footway which can be named, but how to
indicate that it is also a Memorial?

to use them on ways.

We also have https://wiki.openstreetmap.org/wiki/Tag:memorial%3Dplaque, but
41 of them spread along a fence at ~5m spacings will be extremely cramped &
messy. It also says don't use on ways.

Any thoughts or suggestions?
