[Tagging] War Memorial Walkway & Fence?

1) this recommendations on wiki are only recommendations

2) one may map area:highway=footway to map actual shape of
footway and tag that with historic=memorial (maybe historic=monument?)

3) one may consider the entire object, including greenery to be
one large memorial and tag entire area as memorial/monument

4) tagging individual plaques is fine (and sooner or later someone will do it)
