Looking at https://overpass-turbo.eu/s/1bBc regional usage is very 
patchy - at least some of the regional usage is via import (e.g. 
https://www.openstreetmap.org/node/2486336169/history in Iraq).  
Assuming that that imported data really is compatible with OSM, it might 
be possible to determine on an import-by-import basis what sort of 
"well" the user meant - try asking the users who added the data (in a 
language that they're likely to understand, of course).
