[Tagging] Deprecation of man_made=well

unfortunately, taginfo doesn't show history information for man_made=well
because it only shows the history for tags that are currently used in high
numbers, while it would be interesting to have it for all tags that at some
time were used significantly.
Martin Raifer's taghistory only depicts the time until 2018, but it already
shows that there was likely various import activity connected with the tag:
http://taghistory.raifer.tech/#***/man_made/well and that the tag did not
grow over 1600  uses worldwide.
